Admission and application Public Governance

Thank you very much for considering the MSc Public Governance. On this page you will find all relevant information in order to apply to this program.

Follow the application procedure below if:

  • you have a (1) Non-Dutch nationality AND/OR
  • want to apply on the basis of a (2) diploma awarded by an institution outside the Netherlands.

Please note

Applicants with a Dutch nationality AND a Dutch diploma will need to follow the national procedure.


a) Check your eligibility

Admission requirements

Before applying, please make sure that you meet the following requirements:

1. Educational background/diplomas

  • You have a Bachelor's degree in Global Law, Economics, Public Governance, Liberal Arts and Sciences. 
  • Or an equivalent of a bachelor with basic knowledge of policy, politics and governance.
  • With a prior education in the Netherlands at a higher education institution, you can get an indication of your eligibility at http://doorstroommatrix.nl (in Dutch) or by checking the BaMatrix (in Dutch).

2. English language proficiency

You have an adequate knowledge of English before the start of this Master's program. In order to prove your English proficiency you need to take (or have taken) one of the following tests:

  • Academic IELTS
    (minimum score 6.5 overall, minimum score of 6.0 on individual parts)
  • TOEFL
    (minimum score of 90 for the internet based test, TOEFL institutional code of Tilburg University is 9860);
  • Cambridge Proficiency Examination (CPE, score A, B or C)
  • Cambridge Certificate in Advanced English (CAE, score A, B or C)

You are exempt from an English language test if:

  • You are a native English speaker, i.e. if you are a citizen of one of the following countries: Australia, Canada (with exception of Quebec), Ireland, New Zealand, United Kingdom and United States of America.
  • You completed all your secondary education in English. This only applies to scholars from the following countries: Australia, Canada (with exception of Quebec), Ireland, New Zealand, United Kingdom and United States of America.
  • You completed all your university education in English. This only applies to scholars from the following countries: Australia, Canada (with exception of Quebec), Ireland, New Zealand, United Kingdom and United States of America.

b) Consider the deadlines

Please make sure that you submit your application well in time, even if you have not yet made up your mind whether you want to do the program or not. That way you will receive the admission documents with plenty of time to spare.

c) Follow the application procedure

Tilburg University students

If you have a:

  1. Eligible Bachelor's degree or Pre-Master's degree from Tilburg University
  2. AND are already registered as a student at Tilburg University,

then you don't have to submit an application for admission and can directly re-enroll for a Master's program. In June you will receive an email at your Tilburg University email address about re-enrollment.

All other applicants should follow the procedure described below:

Step 1: Prepare your application package

Required documents:

In order to prepare your application, you will need a digital version of the following documents:

  • Your diploma(s) and transcript(s). If you have not obtained your diploma yet (but you will obtain it before the start of the program), please upload a certified copy of your most recent transcript + a list of courses you still need to finish. If your diploma(s) and transcript(s) are not in English language, you will need to provide a sworn translation into English of these documents.
  • Proof of your proficiency in English. An academic IELTS, TOEFL, Cambridge Proficiency Examination or Cambridge Advanced English certificate.
  • A letter of motivation (free format).
  • Your Curriculum Vitae.
  • A photocopy of a valid passport (your passport should be valid at least until the end of the Master's program) or ID-card (only for EEA/EU students);

Additional documents in specific situations:

  • For Chinese applicants only: Nuffic Certificate (formerly known as NESO Certificate). For information how to obtain a Nuffic Certificate, please visit the website of NESO China.

Step 2: Apply in the online application system (MySAS)

In order to apply for this Master's program please take the following steps:

  1. You will first need to create an online application account.

  2. After you have created this account, the online application system (MySAS) will send you an email asking you to activate your account. Once you have activated your account, you may return to MySAS and start your application.

  3. Upload all the required documents as mentioned in the online application system:

    1. Fill out your personal details (name, date of birth, nationality, etc.)
    2. Fill out your address details (where you live, emergency contact address)
    3. Proposed program (the program you are applying for)
      You can not apply for a Pre-Master’s program directly; always apply for the Master’s program. The Admission Committee will then decide, based on your complete application, whether or not you need to follow a Pre-Master’s program.
    4. Language and other tests (your proficiency in English and if applicable other tests)
    5. Educational background (your previous education, schools attended)
    6. Supporting documents (required documents needed to apply)
    7. Additional documents (other optional supporting documents, not obligatory)
    8. Survey (how did you learn about Tilburg University?)
    9. Review (double check that you have completed steps 1 to 8)
    10. Submit (you will be able to submit your application after steps 1 to 8 have been completed)

      The Admissions Officer will assess your online application package after you have submitted your information. If your application package is incomplete, you will be asked to upload additional information via MySAS.
  4. As soon as your application package is complete - i.e. all the required documents have been uploaded - we will start assessing your application. Within 4 weeks after your application package is complete, you will receive the decision of the Admission Committee by email.

Step 3: Admission Committee's decision

You will receive an email and a letter stating the outcome of your admission request and information about the rest of the admission procedure.

There are three possibilities:

  • A. (Conditionally) accepted to the Master's program
    If you are conditionally accepted, this means that you are admitted to our program, provided that you send the originals or certified copies of your documents.
  • B. (Conditionally) accepted to a Pre-Master's program
    It is possible that you do not completely fulfill the requirements. If this is the case, we may offer you a Pre-Master's program to prepare you for the Master's program. Conditionally accepted means that you are admitted to the Pre-Master's program, provided that you send the originals or certified copies of your documents.
  • C. Rejected
    If you do not fulfill the admission requirements, your application will be rejected. We will e-mail you personally the reasons for the rejection.

Step 4: Enroll via Studielink

All applicants accepted for this program are required to register via Studielink, the Dutch national database for higher education.

We strongly advise you to register in Studielink as soon as possible after your admission.

  • You will not receive information about other procedures after your admission (such as the visa procedure) until you have registered in Studielink.
  • The name of this Master's program in Studielink is M Public Governance (CROHO-code: 66627).
  • Make sure that you use the same email address in Studielink as the email address you registered with in Tilburg University's online application system.

Step 5: Confirm your enrollment

After your registration in Studielink, you will be notified by Tilburg University and need to confirm this registration before you can start with the program.
