Expertise

Most of my studies are of an internationally comparative character. Research topics are, amongst others, local governance and governance culture, sub-national government, reform of local politics and administration (such as dualisation, position and functioning of mayors in Europe), citizens' participation.

Education

At Groningen University I studied Juridical Public Administrative Sciences. In 1987 I got my PhD at Erasmus University Rotterdam, Dpt. of Public Administration (promotor was professor R.J. in 't Veld). The dissertation was called: Schaap, L., 1997, The search for Inciting Governance. On autopoiesis, self-governance and city province, Delft: Eburon (in Dutch). The possibilities and impossibilities of societal steering are the central issues in this dissertation, based the analysis on a theory on closed social system, as formulated by the German sociologist Niklas Luhmann.

Career

In 1989 Erasmus University Rotterdam, Dpt. of Public Administration appointed me, first as a research assistant and in 1993 as lecturer. In 2007 I moved to the Tilburg School of Politics and Public Administration to become Associate Professor.
