Panagiotis is Professor of Law and Director of the Tilburg Law and Economics Center (TILEC) at Tilburg University. In this capacity, he leads the research cluster 'Finance, Trade and Investment' within the TILEC Research Programme 2012-2017. His research focuses on regulatory issues in the service sector, in particular the effects of unduly burdensome domestic regulations on factor mobility. He also has a keen interest and regularly publishes in the institutional and substantive aspects of standardization, financial regulation and energy. Panagiotis has published extensively on international and European law issues in top refereed journals, including the European Journal of International law, the Journal of International Economic Law, the Common Market Law Review, the Journal of World Trade and the World Trade Review. He is the author of 'International Trade in Services and Domestic Regulations - Necessity, Transparency, and Regulatory Diversity' (International Economic Law Series, Oxford University Press, 2007). He also co-edited two collective volumes, the first on 'The Prospects of International Trade Regulation' (Cambridge University Press, 2011) and the second on 'Financial Services at the Crossroads - Implications for Supervision, Institutional Design and Trade' (Kluwer Law International, 2011).
Panagiotis welcomes PhD proposals relating to the WTO institutional and regulatory aspects, the interaction between the EU and the WTO, and the regulation of services industries particularly in relation to the EU internal market. Topics regarding the current reform of the financial sector are equally welcome.
Most of 2012 and 2013 was dedicated to finishing various papers for edited volumes:a paper on institutional transparency in the WTO, which is part of a book project on transparency in international law edited by Andrea Bianchi (Graduate Institute, Geneva) and Anne Peters (University of Basel), to be published by Cambridge University Press. You can find the abstract and an early version here; another paper on the role of the WTO Agreement on Trade in Services (GATS) on public healthcare for a Research Handbook edited by Geert van Calster and Denise Prévost. You can find the abstract and an early version here; and, finally, a paper on the principle of necessity as a heuristic device in the GATS, as part of a book edited by Hoe Lim and Bart de Meester, to be published by Cambridge University Press. My related work on transparency in the WTO decision-making is forthcoming in the Leiden Journal of International Law (2014).
My work with Wolf Wagner since 2011 led to two papers on financial innovation, focusing on Basel III and transparency, respectively. This is the result of an interdisciplinary project financed by NCCR Trade. The first paper was published in December 2012 in the Journal of World Trade and the second is published in the Journal of International Economic Law in March 2013. Great start into 2013! Recent presentations in Conferences
October 2013: I presented a paper on the external dimension of services of general interest in the energy sector at the university of Nürnberg-Erlangen. Now polishing the draft...:)
November 2012: I presented at EUI in Florence my contribution on transnational private regulation in professional services for a project financed by the Hague Institute for the Internationalization of Law (HiiL) and coordinated by Profs Cafaggi (EUI), Linda Senden (Utrecht) and Colin Scott (UC Dublin). July 2012: I presented my paper on financial innovation and transparency at the biennial conference of the society of international economic law in Singapore. Very good comments by the financial law interest group! That draft is available here.
