Tamara Metze (1972) obtained her mastersdegree in political science (1997) and Science and Technology Studies (2000) 'cum laude' at the University of Amsterdam. She worked as a mediator between citizens and government in Zaanstad, as a junior researcher at Nijenrode University, and between 1999 and 2012 she worked as a policy analyst and advisor in urban development for de Stad bv.
Currently she is employed as an assistant professor at the Tilburg School for Politics and Public Administration and she teaches political science, policy networks and institutions, and several ateliers on policy making, for example on planning for the creative industry. Her research is on a broad variety of experiments with deliberative governance in urban planning and on environmental issues, for example on hydraulic fracking, the creative industry, community art in challenged neighborhoods, on citizen participation, and on future studies and scenario development for strategic decision making in regional collaboration.
Metze is interested in boundary work: a discursive crossing and demarcation of organizational and professional and boundaries - in all sorts of experiments with deliberative governance. In her dissertations she compared boundary work in three experiments with deliberative governance in urban planning, land use and environmental improvements in the Netherlands and the U.S.A..
In all sorts of deliberative practices, governmental and non-governmental actors aim to establish more democratic, more legitimate, efficient and effective relations; however, at specific moments these participants seek to gain credibility, authority and legitimacy for their arguments and practices with demarcations of elements of discourse. This kind of boundary work enhances or limits the deliberative quality of these practices, and enables or limits change towards new deliberative governance situations. Moreover, boundary crossing and demarcations are both needed for successful forms of deliberative governance.
