With their song, the Sirens tempted sailors to head in their direction, eventually causing their ships to founder on the rocks, and the crew dying as a result. To withstand the call of the Sirens, Odysseus had his crew stuff their ears with bees’ wax, and had himself tied to the mast of his ship to be able to withstand the song of the Sirens without running the risk of being shipwrecked.
Like Odysseus, the legislature has tied itself to a mast. By binding itself to a difficult constitutional revision procedure, it hopes to be able in uncertain times to resist the temptation to quickly and easily change fundamental provisions in the Constitution as they might see fit.
