Security of gas supply
At the latest since Russia's war against Ukraine, the import dependency of many European Union member states on Russian natural gas has raised the question of how to ensure gas supply security in Europe.
This first Dutch-German Forum on Comparative and European Energy Law (FCEEL) workshop aims to analyse the EU, Dutch and German approach to security of gas supply and possible influences on other member states’ energy markets. The workshop also gives room for critical reflections from the political, legal and economic perspective and – at the best – wants to give recommendations for EU and national policy.

About FCEEL:
The Dutch-German Forum on Comparative and European Energy Law (FCEEL) is a workshop series providing a platform for discussing recent developments in energy law. It aims at bringing both academia and practice together.
Both Dutch and German energy law is changing quickly as it needs to address an even faster changing industry that has to implement the energy transition and adapt to climate goals set out on the international, EU and national level. New technologies and energy sources need to be included in the energy mix in order to achieve this aim.
Against this background, legislators are confronted with the challenge to draft rules that have never been there before. The question that arises is how to balance out the energy triangle: energy equity, energy security and environmental sustainability. The situation is particularly challenged by the necessary changes in energy supply due to the need to reduce dependence on Russian energy imports. Thus, legislators are asked to possess a high amount of creativity. This creativity may be inspired by experience and expertise other legislators already acquired by implementing law and strategies to solve the mentioned challenges. For this, either “regulatory sandboxes” or a “best practice approach” may give this inspiration.
To this, the FCEEL initiative wants to make a contribution by bringing experts from academia and practice from two of the most economically and culturally intertwined regions in Europe together. This is particularly true for the Netherlands and the German Bundesland North Rhine-Westphalia. As for North Rhine-Westphalia, the Netherlands are both sales and procurement market number one and there are many other economic and cultural links between the two regions.
Besides its main aim to be a platform for discussion and inspiration in the field of energy law, FCEEL intends to strengthen the academic relations between the close neighbours Netherlands and North Rhine-Westphalia.
FCEEL is an initiative by Tilburg Institute of Law, Technology and Society (TILT, Dr. Max Baumgart and Prof. Dr. Saskia Lavrijssen) and the Institute for Energy Law at the University of Cologne (EWIR, Prof. Dr. Torsten Körber). Both institutions invited other energy institutes and energy law chairs to join the cooperation. As a result, the following partner institutions committed to also engaging in the initiative:

The FCEEL shall be a once or twice a year workshop applying a comparative legal perspective between Dutch, German and European energy law. It is open to contributions from other countries as well. The first FCEEL is organized by TILT. Organisation of later workshops may rotate between the partners.
