Prof. Bert-Jaap Koops presents report "Modernising Criminal Investigation in the Digital Age" to Minister of Justice & Security

On 26 June, prof. Bert-Jaap Koops presented the final report of the Committee "Modernising Criminal Investigation in the Digital Age" (colloquially known as the Koops Committee) to Minister Grapperhaus of Justice & Security. The committee analysed the regulation of investigation powers in the new Code of Criminal Procedure (Wetboek van Strafvordering) that is currently being developed.

The committee offered many recommendations on the system, concepts, and main investigation powers relating to law enforcement's acquisition and investigation of data in a digital context. One of the main recommendations is to introduce a general, threefold criterion to distinguish between minor, middle, and serious privacy intrusions in digital investigations, associated with the level of authorization by police, Public Prosecutor, and investigative judge, respectively.
