Summary

Traditionally, the PBL Netherlands Environmental Assessment Agency conducts analysis of and provides advice for central government policies regarding the environment, nature and spatial planning. As a consequence of, among others, globalization and technological developments, governmental competences have shifted upwards (e.g. to Europe), downwards (to cities and regions) and sidewards (to private and societal actors). These shifts have important implications for the roles and responsibilities of actors, and the relationships between them, at various layers of government. Therefore, PBL together with TiREG analyses emerging multi-actor and multi-level governance challenges in the above-mentioned policy fields, as well as what works in how to address these challenges (and what doesn’t) and under what conditions. In particular, the implications for the PBL knowledge infrastructure and research methods and techniques will be explored. The project consists of a literature review and an extensive empirical analysis of several cases. The findings will be published in a PBL report and scientific articles.
