Koppelen van NSE resultaten

Tilburg University wil de resultaten van de NSE voor verdiepend onderzoek koppelen aan gegevens uit de eigen administratie. Deze koppeling vindt plaats via het e-mail adres van de student(e). Als je hiervoor toestemming geeft, beschikt Tilburg University over meer relevante gegevens die kunnen helpen bij het verder verbeteren van de onderwijskwaliteit. De resultaten van dergelijk verdiepend onderzoek worden op geaggregeerd niveau gepresenteerd en zullen nooit herleidbaar zijn tot personen. Hieronder volgt meer informatie over de persoonsgegevens die worden gekoppeld, met welk doel dit gebeurt en welke voorwaarden er gelden.
Gegevens die worden gekoppeld
Door een wijziging in de Wet Hoger Onderwijs (WHW) in maart 2020 is bepaald dat bepaalde studentgegevens onder de wettelijke grondslag door bekostigde instellingen aangeleverd moeten worden (dus zonder toestemming), zodat de uitvoerder van de NSE alle studenten kan benaderen voor deelname aan de NSE. Het betreft gegevens over de opleiding (naam/code en voltijd/deeltijd), het studiejaar (eerstejaars of hoger), het type student (regulier, post-master of premaster), het e-mail adres van de instelling en de voorkeurstaal. Deelname van studenten aan de enquête is vrijwillig en studenten kiezen dus zelf of hun respons anoniem verwerkt wordt of tot de persoon herleidbaar wordt teruggekoppeld aan de onderwijsinstelling waar de student staat ingeschreven.
Indien je toestemming geeft om jouw antwoorden in de NSE via jouw e-mail adres te koppelen aan gegevens uit de administratie van Tilburg University (Osiris), dan worden de volgende persoonsgegevens gekoppeld:
- Geslacht
- Nationale of internationale student
- Track, specialisatie of leerroute binnen hoofdopleiding
Enkel voor de uitnodiging tot deelname, het verloten van de prijzen en de koppeling van bovengenoemde achtergrondgegevens (indien je toestemming geeft) wordt het e-mail adres gebruikt. Dit e-mail adres zal niet terugkomen in de databestanden die voor het verdiepend onderzoek worden gebruikt.
Doel
De doelstelling van de koppeling van de NSE resultaten aan de hierboven genoemde persoonsgegevens, is om verdiepend onderzoek te kunnen uitvoeren ten behoeve van het evalueren, monitoren en verbeteren van het onderwijs(beleid) van Tilburg University en van gerelateerde diensten. Inzicht in de verschillen in studenttevredenheid tussen mannen en vrouwen, nationale en internationale studenten en tussen de studenten van verschillende tracks binnen een opleiding is nodig om in te kunnen spelen op de wensen van specifieke groepen studenten.
Verwerking en rapportage
Op individueel niveau worden de NSE resultaten en de gekoppelde achtergrondgegevens enkel verwerkt door de marktonderzoeker van de divisie Marketing & Communication en de Business Intelligence Specialist van het Institutional Research and Analytics Program (IRAP) van Tilburg University. Opleidingen en docenten ontvangen alleen terugkoppeling op groepsniveau. Analyse en rapportage vinden dus enkel plaats op geaggregeerd niveau en resultaten zullen nooit herleidbaar zijn tot personen.
Bewaartermijn
Na de koppeling van de achtergrondgegevens aan de antwoorden en het verloten van de prijzen onder de deelnemers aan de NSE, wordt het koppelbestand vernietigd en worden de variabelen ‘e-mail adres’ en ‘enquête ID’ verwijderd uit het databestand. Dit gebeurt uiterlijk op 11 oktober 2024. Dit is vier maanden na de Slotbijeenkomst van de NSE 2024, die plaatsvindt op 11 juni 2024.
Beveiliging
Tilburg University treft passende organisatorische en technische maatregelen om te waarborgen dat de persoonsgegevens waarvoor zij verantwoordelijk is, niet onrechtmatig worden verwerkt. Zo verstuurt Tilburg University geen persoonsgegevens via een onbeveiligde lijn en monitoren wij onze ICT-voorzieningen voortdurend op beveiligingsincidenten. Binnen Tilburg University is er een Computer Emergency Response Team (CERT) dat alle beveiligingsincidenten afhandelt (e-mail: cert@tilburguniversity.edu).

Connecting NSE results
Tilburg University wants to connect the results of the NSE with data from its own administration for in-depth research. This connection is realized via the e-mail address of the student. If you give your permission for this, Tilburg University will have more relevant data at its disposal, that can help to further improve the quality of education. The results of such in-depth research are presented on an aggregated level and can never be traced back to individuals. Below is more information about the personal data that will be connected, the objective of this and the conditions that apply.
Data that are connected
Due to an amendment to the Higher Education Act (WHW) in March 2020, it is determined that certain student data must be provided by funded institutions under the legal basis (i.e. without permission), so that the executor of the NSE can approach all students for participation in the NSE. It concerns data about the program (name/code and full-time / part-time), the study year (first year or higher), the type of student (regular, post-master or pre-master), the e-mail address of the institution and the preferred language. Participation of students in the survey is voluntary and students can choose whether their answers are processed anonymously or will be fed back to the educational institution where the student is enrolled, traceable to the individual.
If you give permission to connect your answers in the NSE with data from the administration of Tilburg University (Osiris) via your e-mail address, the following personal data will be connected:
- Gender
- National or international student
- Track, specialization or learning route within main program
The e-mail address will only be used for the invitation to participate, the raffling of the prizes and the connection of the background data that are mentioned above (if you give permission). This e-mail address will not be included in the data files used for the in-depth research.
Purpose limitation
The purpose of connecting the NSE results with the personal data mentioned above is to conduct in-depth research for the purpose of evaluating, monitoring and improving Tilburg University's education (policy) and related services. Insight into the differences in student satisfaction between men and women, national and international students and between students of different tracks within a program is necessary to be able to respond to the wishes of specific groups of students.
Processing and reporting
On an individual level, the NSE results and the connected background data are only processed by the market researcher of Tilburg University's Marketing & Communication division and the Business Intelligence Specialist of the university's Institutional Research and Analytics Program (IRAP). Schools and lecturers only receive feedback at group level. Analysis and reporting therefore only take place on an aggregated level and results will never be traceable to individuals.
Retention period
After connecting the background data to the answers and raffling the prizes among the NSE participants, the connection file will be destroyed and the variables 'e-mail address' and 'Survey ID' will be removed from the database. This will happen no later than October 11, 2024. This is four months after the final meeting of the NSE 2024, which takes place on June 11, 2024.
Security
Tilburg University shall take appropriate organizational and technical measures to ensure that the personal data for which it is responsible is not processed unlawfully. For example, Tilburg University does not send personal data via an unsecured line and we continually monitor our ICT facilities for security incidents.
