TILEC Seminar: Tobias Klein | RTL/Talpa merger

Abstract

In 2021, RTL Group notified the ACM that they wanted to take over Talpa Network. RTL and Talpa are both big players in the Dutch TV market. There was a phase 1 investigation from October 2021 until January 2022 and a phase 2 investigation from February 2022 until March 2023. Ultimately, the merger was blocked. Tobias contributed to the case by writing an expert opinion together with Lapo Filistrucchi on the question of how the two-sidedness of the market should be taken into account when assessing the merger.
