Knowledge security

With knowledge security, we want to ensure that international (scientific) cooperation can take place safely. This involves (re)recognizing safety risks and reducing them to an acceptable level.

What is knowledge security?

Within the theme of knowledge security there are three key aspects:

  • Preventing unwanted transfer of (sensitive) knowledge and technology.
  • Preventing unwanted influence on teaching and research, so as not to jeopardize the core values of academic freedom and social safety.
  • Informing and advising on ethical issues that may play a role in collaborations with countries that do not respect people's fundamental rights.

Within our university, you may encounter knowledge security in various ways. For example, when you enter into an international collaboration, conduct research or hire someone from a country outside the EEA.

'Dual-Use' research

The term "dual-use" means that knowledge, information, methods, products or technologies developed for peaceful and legitimate (civilian) purposes can be misused for harmful (military) purposes. In the case of research, it is referred to as "dual-use research." Dual-use research refers to well-intentioned research that can also be misused.

The export of dual-use goods (and/or techniques) is subject to strict regulations and requires a license. This complicates cooperation.

Advice

You can contact the Knowledge Security Advisory Team of Tilburg University with questions about knowledge security. This team consists of a number of colleagues with different relevant expertise in the field of international collaborations and (knowledge) security.

The team provides advice, ensures coordination with other themes within the security domain, involves experts from other disciplines if necessary, and identifies risks and opportunities for international collaborations in research and education.
